The Blanc Firm, LLC, established in 2019, is the incarnation of the shared dream of father and son duo David M. Blanc and Nick R. Blanc. Both natives of Pendleton, each made their way back home to begin their legal careers. David’s foray into the law began at the time of Nick’s birth, giving him a lifetime of legal experience in Nick’s eyes.
Both graduates of Whitman College, David and Nick’s journeys have diverged throughout the years, taking them up and down the West Coast to finally converge at The Blanc Firm, LLC. David has strong ties to the community and a practical understanding of the unique legal and economic issues facing rural Oregon. He grew up in Pendleton where he worked summers at his father’s farm machinery dealership. This work experience and his upbringing in Eastern Oregon informs his work with landowners, farmers, ranchers, growers, agricultural operators, developers, and local businesses navigating complex business, regulatory and property matters.
David earned his undergraduate degree from Whitman College, where he developed a strong foundation in analytical reasoning and public affairs. He went on to receive his Juris Doctor from Gonzaga University School of Law.
Following law school, David returned to Pendleton to practice law with a local law firm. In 2020, he and his son Nick formed The Blanc Firm, LLC, where he has continued to be a longstanding member of the legal community. Over the course of his career, he has represented individuals, closely held businesses, farmers, ranchers and agricultural enterprises, water improvement districts, agricultural cooperatives, special districts, developers and credit unions across a wide spectrum of legal matters.

Nick R. Blanc is a partner at The Blanc Firm, LLC and has been practicing law since 2014. A native of Pendleton, Oregon, Nick returned home to build his legal career and serve individuals, businesses, and organizations throughout Eastern Oregon and beyond.
Nick earned his Juris Doctor from Thomas Jefferson School of Law in 2014. During law school, he gained valuable courtroom and litigation experience through internships with a private criminal defense attorney and the San Diego County Office of the Public Defender. Following graduation, he began his legal career as an associate attorney with Corey, Byler & Rew, LLP before co-founding The Blanc Firm with his father, David M. Blanc.
Over the course of more than a decade in practice, Nick has developed a diverse legal practice representing clients in transactional matters, civil litigation, landlord-tenant disputes, business consulting, and commercial matters. He is known for providing practical legal guidance, responsive client service, and strategic advocacy tailored to each client’s unique objectives. Nick is licensed to practice law in Oregon and California and has represented clients before state courts, administrative agencies, and the Umatilla Tribal Court. His broad experience allows him to assist clients with both preventive legal planning and complex disputes when litigation becomes necessary.
Nick currently serves as the City Prosecutor for the Pendleton Municipal Court on a part time basis. He has also gained extensive experience in the area of landlord-tenant law, representing landlords at the trial and appellate court level. Nick has argued several landlord-tenant cases in the Oregon Court of Appeals and one to the Oregon Supreme Court.
As a lifelong member of the Pendleton community, Nick is committed to helping local businesses, property owners, and individuals navigate legal challenges with confidence and clarity. Andrew D. Hallman is an attorney, mediator and arbitrator based in Pendleton, Oregon, providing dispute resolution services throughout Eastern Oregon and statewide via Zoom. With a practice grounded in both courtroom experience and judicial service, he works with parties and counsel to resolve civil disputes efficiently, thoughtfully, and with an emphasis on practical, durable outcomes. His approach to mediation and arbitration is defined by careful preparation, direct communication, and a clear understanding of how cases are evaluated and resolved in real-world litigation settings.
Andrew serves as a neutral across a broad spectrum of civil matters, including personal injury, employment disputes, insurance coverage and bad faith claims, civil rights litigation, business and commercial conflicts, professional negligence, and probate and estate disputes. He offers in-person mediations across Eastern Oregon while also maintaining the flexibility to conduct remote sessions statewide via Zoom, ensuring accessibility for clients regardless of location.
His work as a neutral is informed by more than two decades of high-level litigation and public service. Andrew currently serves as a part-time United States Magistrate Judge for the District of Oregon, a role he has held since 2021. Prior to his appointment, he was the Assistant Attorney in Charge of the Civil Litigation Section at the Oregon Department of Justice, where he led complex litigation involving civil rights, governmental liability, and corrections. Over the course of his career, he has developed extensive trial and case management experience in both state and federal courts and has facilitated more than 100 mediations and arbitrations. This depth of experience provides valuable perspective to parties seeking resolution outside of traditional litigation.
Andrew’s professional training includes mediation and settlement coursework through The Ohio State University Moritz College of Law, University of Oregon School of Law, the Oregon Department of Justice, and the Administrative Office of the United States Courts. He is also a member of Arbitration Services of Portland and serves on the Oregon Court of Appeals Settlement Conference Program panel. He earned his Juris Doctor from the University of Oregon School of Law and holds a Bachelor of Science in Political Science from the University of Oregon.
In addition to his work as a mediator and arbitrator, Andrew maintains a selective legal practice that complements his dispute resolution services. He advises clients on estate planning, helping individuals and families structure plans that protect assets, minimize conflict, and provide clarity for future generations. He also assists with probate and trust administration, guiding clients through what can often be complex and emotionally charged processes with a focus on efficiency and careful stewardship. His practice further includes business planning and transactional work, where he helps clients form, structure, and manage their business affairs with an eye toward long-term stability and risk mitigation. This broader legal experience enhances his effectiveness as a neutral, particularly in disputes involving estates, fiduciary duties, and closely held businesses.
Andrew is also actively engaged in professional and community service. He is a member of the Oregon State Bar and the Federal Bar Association, reflecting his ongoing commitment to the legal profession at both the state and national levels. In his local community, he has volunteered as a mock trial coach with the Pendleton School District, helping students develop advocacy skills and an understanding of the legal system. He has also been involved with the Pendleton Youth Soccer Association, supporting youth athletics and community engagement, and with the Boy Scouts of America, contributing to leadership development and service-oriented programming for young people.
Andrew is based in Pendleton and is available for in-person sessions throughout Eastern Oregon, as well as remote mediations and arbitrations statewide. Eva was raised in Pendleton, Oregon, and returned home after graduating from the University of Oregon. With nine years of experience as a paralegal, she is currently working toward licensure in Oregon Landlord-Tenant Law. Outside of her work, Eva is a mom to two energetic young boys who keep her on her toes and bring constant joy to her days.
Born and raised in Pendleton, Kim returned home and joined the Blanc Firm in August of 2023. As a paralegal with the firm, her primary focus is estate planning, probates and simple estates. Kim graduated from Eastern Oregon University in 2008 and the College of Southern Idaho in 2012. Outside of work, Kim enjoys sports, music and spending time with family and friends.
